The Cyprus Council of Ministers has issued a set of rules published in the Official Gazette of the Republic of Cyprus on 3 September 2021, which announces that the application of the 2017 Social Security Rules will enter into force on 13 September 2021. Regulations on social insurance 2010 as amended and supplemented.

Let’s get acquainted with the main changes in the legislation:

Employer registration
Employers must register by completing the appropriate registration form at least one day (previously: one month) before becoming an employer.

Registration of employees and self-employed persons
Employees must provide their employers with their identification (ID) and social security number at least one day before starting work.

In the event that there are employees who are not registered with the Social Security Service, their employer must submit the appropriate application form within seven days (previously: one month) from the date of their commencement of employment.

Self-employed persons must register with the Social Security Service at least one day (previously: one month) before starting their employment.

Employment certificate
It is noted that from September 13, 2021, the issuance and use of the “Certificate of Employment” will be discontinued.

Employee hiring communication
Employers must report the hiring of an employee by completing and submitting the appropriate form at least one day prior to the hiring date. The specified form can only be submitted electronically through the Ergani system.

Employment register maintenance
Employers must maintain a register of hiring employees, in addition to the register of remuneration, which includes the following information for each employee:

  • Hiring sequence number.
  • Name and surname.
  • Identity card number (ID).
  • Social Security number.
  • Rental date.
  • Start date of work.
  • The register, which can also be maintained electronically, should be available for review at any reasonable time.
